Our Mission


The State Onsite Regulators Alliance's (SORA) mission is to advance the field of knowledge and practice of those who regulate onsite wastewater programs by increasing awareness of the latest technology, research, environmental health issues, and new federal initiatives that will affect the decentralized wastewater industry.

Who We Are


Established in 1999, SORA is a national organization managed by the National Environmental Services Center (NESC) at West Virginia University. Its members include government regulators of decentralized and onsite wastewater systems from all 50 states, U.S. Territories, Native American Tribes, and Canadian Provinces. Affiliate membership is open to organizations and federal agencies having a vested interest in SORA's mission. It is also available to private companies, Captains of Industry (COI), that offer products and services for decentralized and onsite wastewater treatment. Membership (Application Here) is subject to the organizational bylaws and annual dues are determined by the Board of Directors.

What We Do

SORA achieves its mission
through maintaining a
communications structure,
providing for the past 13 years:

  • The annual SORA/COI conference, featuring regulators  and industry representatives examining the latest trends in decentralized wastewater;

  • An organizational website;

  • Listservs for members to discuss current issues and  develop positions to engage with the U.S. Environmental  Protection Agency and others;
    and

  • Participation in the EPA MOU Partnership for Decentralized Wastewater;

  • Representation through NESC on EPA's Source Water Collaborative,  EPA's Water Security Partners, and the USDA through the National
    Drinking Water Clearinghouse.
